'Intel thermal framework' occupies cpu in server laptop

Hi there

I noticed when I move my mouse to the client laptop, the server laptop will bring a 'Intel(R) Dynamic Platform and Thermal Framework' process and occupies around 31% CPU constantly, which cause annoying fan noise. When I move mouse back to my server laptop, that process goes to normal.

Server laptop is Dell XPS 13, client laptop is Surface Pro 3. Both run Windows 10 Pro 1703 version. Both WIFI connected with same Router.

The Synergy pro version is 1.8.8-stable.

The picture is the screen shot of task manager in server laptop, when I move mouse to the client laptop.

What should I do to fix this?
