Exclude certain keystrokes?

Is it possible to exclude certain keystrokes from the server? In my case, I want to have the left and right keys not to be sent to the clients and always work in the server, regards of where focus is. I though I could do this by having hotkeys trigger the same keys only on the server, but this only locks these keys, so that nothing happens when I press them.

 

Any other ways to do this?
