Keyboard Bind Issues on OS X

Hello, I'm having weird behavior with hotkeys and how they work (or don't work). Any hotkey with a modifier does not work. If I do a single key for a bind, it works only on the client and not the server. I am running OS X El Capitan 10.11.5 on both the server and client. Any tips?
